.NET runtime missing after it used to exist

We manage deployment of our applications using Azure Devops.

We have an application which was deployed to our UAT environment back on 9/14. It was successfully built and released within Devops, and it was working. We noticed today that the service fails to start as it can't find any compatible framework versions. It is looking for 5.0.9 but only 3.1.19 and 5.0.4 are installed.

Checking our logging software, the application last wrote a log entry on 9/18.

We can easily install the updated runtimes but are trying to identify how this occurred.

KB5005573 was recently installed, but that's the only related event I see.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding.
