How can I troubleshoot the "specified input settings" for a WEF listener?

I'm trying to set up source-initiated Windows Event Forwarding, per the instructions on e.g. https://docs.microsoft.com/en-us/windows/win32/wec/setting-up-a-source-initiated-subscription. I have tried to set it up using both Powershell scripts (calling wecutil) and the Eventviewer GUI.

The subscriptions are not activated, and when retrying (e.g. using the EventViewer GUI), the following error is displayed:

The client could not start a valid listener to receive subscription events based on the specified input settings.
  1. Which are these "input settings"?
  2. How can I find what is wrong with the settings, explaining what needs to be changed so that the listener can be started?

In this case, the single collector server had the Failover Clustering feature installed, which set up another IP it tried to listen to. Removing that feature solved this particular problem, but I'm still interested in general ways to troubleshoot this error.
