Windows Server 2016 - SYSTEM Listening on Port 22

Encountering an issue I've not seen before, hoping for some ideas.

Windows Server 2016 x64,Clean Install.

I'm trying to install a 3rd party EFT Server, but I can't complete setup as its showing Port22 is in use (SFTP).

Running netstat -ano I can see the Server is listening on all IP's : TCP22 as PID 4 which is SYSTEM.

Obviously I can't kill that process, but I cant see what is calling System to open TCP22 either. Having a google, others have had this with TCP80 and it was caused by IIS, but obviously this is a different service and I don't have IIS installed.

Longshot but I tried PROCMON to follow any kind of chain as to what is calling for that Port to Open but no joy.

Machine is Domain Joined, Windows FW is off by GPO ( Confirmed ).

Can anyone suggest what is owning Port 22 so I can try and free it up for my EFT Install?

That isn't a clean install. There isn't anything in the OS platform for that. Perhaps a management tool pushing out an SSH tool.
