Exchange 2013 Search Admin Audit Log Error

I am hoping someone can help me with an issue I can't seem to get past. I am trying to search the admin audit log on an Exchange 2013 server. Here is the error.

I am running the cmd, "Search-AdminAuditLog -StartDate 11/01/2022 -EndDate 12/01/2022". I am logged in as the administrator on the exchange server. I get the same message on EMS and EAC. I am a member of the proper groups, compliance, records, and organization management. I've tried rebuilding the index database but it keeps failing. I even tried enabling TLS1.0 like a different online post said but it didn't work as well.
