Questions on optimal setup of a Windows 2022 server running on a free hypervisor

In our non-for-profit organization we have a some branches on which a physical server will be delivered to each one, along with a specially prepared installation of Windows Server 2022 that will serve as document workflow solution backup system (the main document workflow will be in the HQ).

Questions:

  1. Can one technically and license-wise install Hyper-V 2022 or 2019 directly to the metal and then install on top Server 2022 (the document workflow setup plus any others, like an AD DC)? How many 2022 VMs are allowed with a 8c16t host in this setup, 2 or 3?
  2. I understand how one would go about setting up free ESXi first and then have a number of 2022 VMs running on top. Which would be the optimal way to do something similar with Hyper-V? That is, should it be bare-metal installed and then do 2022 installations on top, or something along the lines of (1) above?
  3. In general, is the "free" Hyper-V 2019 allowed to host 2022 server VMs. Or can Hyper-V 2022 be licensed with the same 2022 license provided to do the same thing?
  4. Any advice on my reasoning/approach here, apart from the fact that the branches will have to learn new things (with my and the HQ IT help of course)?

What about have respect for the readers and cut out the 80% of the question that is just babbling and irrelevant for any anser. If you start with "bear with me" that translates right to "I have no respect for you, so instead of formulating my question small and precise, I just dump my thoughts here and let you deal with it". You can easily just cut all except the 4 questions and then it is ONE QUESTION PER QUESTION and no licensing.

Voting to close - at the end it is avbout licensing, which is off topic. It is also about you needing to read some basic material, which is also off topic. It is also about you writing a book where you gave 4 sentences, so it is off topic (needs focus) AND off topic (unrelated questions in one).

"to install first a free hypervisor (ESXi or Hyper-V) " ...neither of which are free, although vmware has no initial costs associated with it.

Neither does Hyper-V - the Hyper-V server (last in 2018 then retired) was free for commercial use.

@symcbean thank you for an actually useful comment. Have been running some free ESXi hosts for around 6-7 years and thankfully have not run into any actual limitations. In part you are addressing my question 4, thank you.

@carmik That is your book and your expectations. The reality is that showing no respect to other people's time by dumping a story instead of 4 distinct questions counts as unprofessional and insulting in my book. You do show no respect - THAT IS NOT INFLAMMATORY, it is a point. I could remove 80% of the question and it would be the same question - that is not showing respect. The key to a friendly community is also not people saying "me just too lazy, so waste your time and not insult me by demanding I behave professional and as per site rules". Which is you, by your own words.

This question is divisive. All you need to do is accept the server as it is provided to you and it will do what you want and need. Questions about *which* product to select are off topic. Questions about licensing are off topic. Multiple questions are off topic (too broad). And for the finale, picking an argument. Additionally, Microsoft only charges **5 to 10%** of the cost of the product for non profits, so why drone on and on with a toxic topic such as licensing? Licensing questions are offensive. Radioactive. No-one wants to deal with it, or the infinite stream of the same questions.

I second what other tell, as a non profit the MS licence cost almost nothing. If you go full cloud they even give 10 free 0365, AD premium CAL, etc.. Check with your revendor. A host need to be covered for the CPU now. For the free ESX question or Hyper-V, it's the same, MS give you access for free to use a licence for the hypervisor's only on the physical machine, and ESX got a free version, so i's only a case of preference there.
