Ubuntu 21.04 installed with ZFS, won't boot

I installed a fresh copy of Ubuntu 21.04, using ZFS for the 4TB drive on an HP Omen. It created the 4 partitions: 1) efi 2) swap, 3) boot pool and 4) root pool. I'm pretty sure I rebooted once and it worked. I shut the system down, booted later, and now it's stuck showing the native boot graphic (HP Omen shows a tiki/butterfly), but doesn't proceed any further. No keys do anything (Alt-F2, ESC, etc.). It is not a dual-boot system.

How do I debug this? I tried using the Ubuntu Live USB, but haven't been able to mount the pools to check any configuration files.

Reinstalling Ubuntu every time I want to use it is getting old.
