Accessibility - function keys missing on onscreen keyboard

On the screen keyboard in the Accessibility area (Ubuntu 20.04) there don't seem to be any Function Keys visible. How are these accessed via the screen keyboard? Is there a setting that needs to be changed?

Also the screen keyboard seems to only come up when the cursor is placed in a text field. Things like (for example) To press F11 for fullscreen mode in Firefox it doesn't present itself. Is there any option to have a panel icon for it?

I did try Onboard as an alternative but it wouldn't come up in the Menu or for Login. (also isn't a working one pre-installed by default as it's very hard to install an on-screen keyboard without the use of a keyboard?)

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
