Raspberry PI 4B POE+ HAT FAN not working on Ubuntu server 20.0.2.4

I have just got a new Raspberry Pi 4b along with the POE+ HAT.

When i boot into Raspian desktop the fan works fine.

If i boot into Ubuntu server the fan does not spin at all.

I have looked through various posts on here and nothing seems to work.

Does anyone have a step by step guide on how to get his working as the temps get really hot.

Tried this article below, but when i browse to the paths mentioned in the posts i get "no a directory"

do you have `dtoverlay=rpi-poe` in your `/boot/firmware/usercnf.txt`? and to show the temp `sudo vcgencmd measure_temp` should work if you have `libraspberrypi-bin` installed and have it rebooted

I figured out you need to have `dtoverlay=rpi-poe` in the /boot/firmware/usercnf.txt in order to make cooling device 0 appear in `sys/class/thermal/cooling_device0/` When i try to run `ubuntu@ubuntu:$ sudo apt-get install libraspberrypi-bin raspi-config` I get the following happen below?? `Reading package lists... Done Building dependency tree Reading state information... Done E: Unable to locate package raspi-config ubuntu@ubuntu:/etc/udev/rules.d$` Any ideas?

raspi-config is not available on Ubuntu I think. and did `libraspberrypi-bin` install ok?
