Network issue: Ubuntu 18.04 + Dell XPS 9370 Laptop + anker powerexpand Thunderbold Elite 13 in 1 Dock

If you use the Anker PowerExpand 13-in-1 Thunderbolt 3 Dock Station with XPS Dell laptop running 18.04, (now XPS Laptop can only connect via usb-c). Using: 18.04.1 LTS, with kernel release Linux 4.15.0-1008-oem

Trying to connect your via Ethernet cable plugged into the Anker, and Anker via usb-c to your Dell XPS, you will almost guaranteed see that the network connection permanently drops whenever there is no network activity. Permanently, means, I have not found a way to restart the network connection other than fresh reboot. This is insane. What's going on??

Is this related to energy efficiency issues?

Trying this out on my machine I get
