Can't login as user other than root from VNC

I am configuring a Ubuntu 18.04 system; I am running x11vnc server on it and connecting to it from my Mac's vncviewer via an SSH tunnel.

While I can ssh with non-root credentials in my terminal, when I connect via VNC, the graphical login only has an option to enter in the password for root. There is a button to "log in as another user", but pressing it doesn't do anything.

How do I solve this issue?
