Ubuntu Core 20: "Out of resources" before installer starts

I'm trying to install Ubuntu Core 20 onto a pretty grunty Dell R420 Server with 192GB RAM and 4 x 2TB storage.

I believe that it meets the requirements of having 384MB RAM (512MB with UEFI Secure Boot and FDE) and 256MB storage.

I have created the USB boot disk and selected UEFI boot from the BIOS menu and selected my USB key.

GRUB appears, offering me the options:

Recover using 20210630
Install using 20210630
UEFI Firmware settings

However, "Install using 20210630" or "Recover using 20210630" just throw an error:

Execution of embedded linux image failed: Out of resources

and then returns to the GRUB menu.

Selecting "UEFI Firmware settings" reveals:

error: can't find command `fwsetup'

and then also returns to the GRUB menu.

Since it can't do the chainloading to UEFI, I'm guessing there's some setting that's not correct on this machine, or there's some requirement that this machine doesn't meet to boot Ubuntu Core.

I've googled the out of resources error but absolutely nothing turns up. :-(
