Unable to UEFI PXE Boot - Unable to find a live file system on the network

Trying to PXE Boot / UEFI Ubuntu 20.04 Server. I've been able to get PXE working, and the image downloads, but after the image downloads, it fails with "Unable to find a live file system on the network" and drops out to busybox.

I feel like this is a problem with my grub config but nothing I do seems to change anything. Here's my grub entry...

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking.
