How can I use root partition storage? Or How can reduce root storage?

I'm new at linux and Recently I installed kbuntu on my pc. I have 1TB hard drive. During installation I gave 500GB to my home Directory and 500GB as root partition. But now I can only creat or delete file from my home directory. I can't create or delete file from the root partition. How can I use my root partition storage or resize it and give it less storage.

The concept is the same for all *flavors* or main Ubuntu, boot a *live* media (so partition(s) aren't being used) and resize. You've not provided specifics (what release of Kubuntu, whether or not BIOS or uEFI system), but programs vary slightly; eg. resize partitions using *KDE Partition Manager* in Kubuntu/Lubuntu (it's included by default), where as GNOME/MATE/Xfce provides `gparted` to do the same function. The work the same, but use different libraries & look different best suiting the desktop they come with.
