Bluetooth audio too quiet Ubuntu

I just recently installed Ubuntu Linux on my PC and I'm having an extremely hard time getting the correct Bluetooth volume output to my Bose QC35 headphones.

I visited Ubuntu 18.04 bluetooth low volume to try the approach using pavucontrol but this just distorts the audio instead of making it louder

I also visited https://unix.stackexchange.com/questions/437468/bluetooth-headset-volume-too-low-only-in-arch which recommended disabling the avrcp plugin. This also didnt work

the only card that has modifyable values is HDA Intel PCH changing any of these volumes does not alter the sound output

I am brand new to linux, and I have no idea what im doing. It would be great if someone could help point me in the right direction to fix this issue

note: the sound is only too quiet over bluetooth, and sounds normal over speakers connected to my pc via an aux cable

You said Bluetooth but you never said what you are using. Make and model of the headset?
