Configuring loopback interface routes with NetworkManager

I have an Ubuntu 20.04 system. It has NetworkManager installed, with netplan's default renderer set NetworkManager.

I would like to configure the system to enable multicast on the lo loopback interface and set a route.

According to this article:

But, when network-manager is installed, it creates new netplan configuration files, setting itself as the default network renderer and taking control of all devices.

However NetworkManager does not appear to manage the lo interface.

What is the correct place to configure the lo interface?
