SDDM low fps on boot

I am currently having a small issue with the FPS on my SDDM login being around 30 fps. The screen goes back to 100 FPS the moment I am logged in or if I select another user and the login screen has some kind of animation involved. I have seen other descriptions of this being involved with g-sync on startup for some reason but am not sure how to resolve this. Any help would be greatly appreciated.

Update: There seems to be a line that needs to be added to Xsetup for nvidia. I don't know where this file is and am not having any luck conducting a search in system for it. The post I am working off of is this following

This is my first day with Linux so forgive my slow comprehension. If anyone knows where this file is and where to insert the line he's suggesting into said file so as not to have a syntax error that would be great.

Update: For more information I'm running Kubuntu 21.10 with Nvidia drivers 495.
