im really stuck on this problem i have tied apt update

Do you really need the Wine version from the WineHQ PPA? Most people don't. Most people install the one already in the official Ubuntu repositories: `sudo apt install wine` (of course, if you want to try this now you must remove the PPA first).

You can try using `aptitude` , `sudo apt install aptitude && sudo aptitude -f install winehq-stable`

You've not provided any OS & release details; and given many *broken package* issues are caused by users adding sources in appropriate for the system, knowing the OS & release is useful to aid in helping. You've also tagged your release as an off-topic Ubuntu 10.04 LTS release? Is that what you're using? as that would be your issue. https://wiki.ubuntu.com/Releases

I've tried all the suggestions below but to no avail @guiverc I meant 20.04

If were using 20.04, then why does an 21.10 (*impish*) message appear in your post. You've polluted your sources - thus broken packages are the somewhat expected result. I'd suggest exploring your system & how much damage was done, it may require a re-install as your paste indicates you're trying to use 21.10 (*impish* packages which will create problem if you're not using 21.10 but 20.04 or *focal* (`ubuntu-security-status` & other tools may help - but I'd start with `sudo apt update` & see what sources you have enabled for starters to assess damage).
