mkfs error /dev/sdb1 is apparently in use by the system; will not make a file!

I'm currently trying to mount a drive and setup a new home so I can run a media server on Ubuntu server. I'm following this tutorial, but when I get to "sudo mkfs -t ext4 /dev/sdb1" it returns the orror "/dev/sdb1 is apparently in use by the system; will not make a file!". I tried removing any RAID devices, but there were none found. What could be causing the issue?

The example in the tutorial uses `sdb` but is this the same device that you are trying to use on your computer? I also don't understand why you are doing this to run a media server. This tutorial is unrelated to this task. Are you sure this is not an [XY Problem](https://meta.stackexchange.com/a/66378)?
