Ubuntu 21.10 - occasional problem with booting, slow boot

I've got a fresh install of 21.10. Sometimes when I start my PC, after Ubuntu logo and "the loading circle" spinning, the screens goes black for a minute and afterwards Ubuntu starts but doesn't run well, for instance I can't launch Chromium.

SPECS: Athlon Silver 3050e with Radeon Vega 3 (integrated), 4GB DDR4, eMMC 64GB.

I know that it looks like the GPU was broken but I can run Unigine Superposition and scores are normal. The PC can pass Geekbench, too. I can play Pillars of Eternity on the system. When the PC starts normally (most of the time), it works well, doesn't hang, no errors for hours.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding.
