How can I use FIPS 140-2 certified modules to encrypt a file system at time of system installation

My goal is to have a installation of Ubuntu 20.04 on a laptop that uses certified modules to provide encryption at rest. If at install time I setup encryption and then add the FIPS repository through Ubuntu Advantage, I am not re-encrypting the drive with the new certified module. I am also unable to get installation media that uses the certified modules. Am I required to create a minimal OS partition and then add encrypted partitions after the install and after switching to the certified modules?
