Run a Command at specific CPU Frequency

I am using liquidctl to control the fans in my PC and I wanted to sync them to my current CPU Frequency so the Fan Speed changes when I change the Frequency using a Gnome Extension.

But I dont know how to get this done. Is there any way to have some systemd Service which runs liquidctl commands for the fan speed when my CPU runs at a specific Frequency range?
