Ubuntu's LUKS password prompt does not recognize my local keyboard layout

During the installation of Ubuntu 20.04 I have setup a keyboard layout that corresponds to the keyboard layout of my country.

Unfortunately, when I setup a LUKS encrypted partition during installation, it did not respect the keyboard layout and defaulted to the US keyboard layout. When I tested my keyboard layout during the setup it worked and all keys were assigned correctly. On the next page about the LUKS encryption password it didn't work and reverted back to US layout.

The same problem seems to happen during startup. When I enter my LUKS password during startup it does not recognize my input correctly. This means that after setting up the system for the first time I cannot even login and access the console because I cannot get past the password prompt.

How do I access my system and is there any way to change this kind of behavior and force my locale keyboard setup from the very beginning in all situations?
