Divide screen in Ubuntu 20.04

I want to divide my screen into 2 parts. One part is for showing a menu in the right part of the screen which other windows could not enter to this area and another part which works as before for showing other windows. like this

The menu width will not change and the heigh is full size. As I show in the image I want to open another window(the menu is another application) in the green area.

That is a matter of appropriate window hinting of your menu application, the way also docks and taskbars work in your desktop environment. In other words, you have to implement that through that application. I do not know details, but at least it gives you another direction to search.
