How to disable text selection popup?

On selecting or clicking on text, or more so attempting to do either of those, what I think is a mobile device touchscreen selection helper is popping up:

It appears on every selectable text in any application except terminal emulator. It is actively interfering with use of the mouse on any GUI text editor/control, or any task that requires selecting or generally working with text.

System has a fresh install of Xubuntu 22.04 installed via xubuntu-desktop meta package from minimal install and does not have a touchscreen.

I have have had no luck in finding any information on what this feature is or what is providing it.
