Vim Color scheme only works with sudo

Installed Gruvbox Material theme for vim. But color scheme does not load with normal vim, only sudo vim. Have tried with stock color schemes as well: none display correctly normal vim, only display colors in sudo vim. I must have some wacked out setting somewhere, but this is beyond my troubleshooting at this point.

what is the value of $TERM for your user and for root? where did you install the theme (your home directory or root's)? Normally a colorscheme should *only* work for regular users, not for root (sudo), so you must have installed the scheme for root. Did you use `sudo` while installing the colorscheme?
