update error configuring grub-efi-amd-64-signed

I'm having trouble running any kind of update or upgrade. The software updater announced a distribution upgrade and it crashed. The machine was able to reboot, but it was stuck on Ubuntu 18.04.

The error is "installed grub-efi-amd64-signed package post-installation script unprocessed returned error exit status 255

The Internet is full of the purge then install fixes. This doesn't work. The purge does complain about 1 not fully installed or removed, but Doug does not show the signed package. The problem seems to be coming from the grub-check-signatures script.

Does anyone know how to fix this?
