Keyboard taking a while to work on startup

Ever since I first installed Ubuntu a couple of months ago I have had an issue where I am unable to use my keyboard for a random amount of time whenever I boot up my laptop. It is somewhat annoying and prevents me from inputting my password until it decides to start working. I've never had my keyboard not work after this point, and on top of this my mouse also works. I am using a semi-new HP Laptop with an i3 processor, maybe the issue is with my hardware but I'm not sure. Any help would be appreciated.

I would try a usb live session (‘try Ubuntu’) to see if it works then - if so there’s something wrong with a configuration in your installation. If it doesn’t work then it’s a hardware issue or (I think lead likely) an incompatibility between Ubuntu and your laptop. Won’t solve your issue obviously but might help you narrow down the possibilities.
