Offline updates broken on Kubuntu 22.10

When I trigger packagekit offline updates, the device reboots into the minimal environment, does nothing and reboots as if it was successful. I checked the logs of the failed upgrade using journalctl -k -b -1, there is no trace of a packagekit service starting, it just boots and immediately shutdowns.

Then I tried purging packagekit and installing it again, but apparently it is a dependency of Kubuntu desktop, so it may uninstall that too.

It should be noted that the system is also not honoring the "use offline updates" option in KDE plasma.
