How to limit network usage of an app?

When I'm installing some repositories from terminal using apt or snap; all other apps using internet(like browser) gets extremely slow. When I check the resource manager I see that 3mb/sec(whole my internet speed) is being used by the installation process. I'd like a way to limit installation to use no more than 2 mb/sec so that I can keep browsing on the internet. How can I limit internet usage of specific apps?
