Brand new install of Kubuntu 22.10: 22.10 repositories are unavailable, can't open terminal, settings, users, snaps

So, two issues with new install of 22.10:

  1. Discover wouldn't load because none of the repositories have "release files." Apt doesn't work for the same reason. Thus, unable to install software. Snaps don't work either.

  2. I can't open any tools: terminal, settings, users.

What gives? It's an install only about fifteen minutes old.
