where is the polkit rules located? why ubuntu server and ubuntu desktop behave differently when I try to mount usb disks?

on ubuntu server I installed ubuntu desktop. However, when I try to mount usb stick with udisksctl, in ubuntu 22.04 server, it always ask for password:

I looked into related section of /usr/share/polkit-1/actions/org.freedesktop.UDisks2.policy However, I cannot spot any difference between server and desktop. Is there any other place that ubuntu store system policy that make desktop do not ask for pwd?

ah I get it. It is due to ssh session. I only see this in ssh connections.
