Ubuntu 20.04 doesn't recognize turn off android device (connected via usb)

When I plug my device, ubuntu can't recognize the connected device, and I can't turn on the Xiaomi. I have to install a new ROM, but this problem it's making it impossible!

I already installed adb tools and fastboot tools.

Xiaomi model: Redmi note 8t, Ubuntu Version: 20.04 (64 bits)

the device will only ever be recognized when it is powered on. afaik there is no way to connect to an android device that is powered off. First turn on the device, then try to connect.
