How to enable Dock to show custom app Actions?

For some pre-installed apps (e.g. Firefox) Dock icons, be it favorite or opened, are able to show additional Actions specified in their .desktop files (e.g. as [Desktop Action open-profiles] with Name=Open Profile Manager and Exec=firefox -P in ~/.local/share/applications/firefox.desktop).

Exact same config, however, doesn't allow another Firefox-based browser .desktop launcher to show custom actions in Dock.

Both launchers show custom Actions in context menu in Activities App menu.

Where should I look for a configuration to add another .desktop file to the list of apps allowed to have custom Actions in the Dock?
