Monitor not turning on when booting after GRUB

One of my monitors goes black after GRUB, I either have to power cycle or plug/unplug the display port cable to get it to turn on. I can do this at any point after GRUB to desktop.

I'm running 5.19.0-35-generic #36~22.04.1-Ubuntu

The monitors are of different makes, Screen 1 is a Dell U2715H and second is a Thinkvision. My guess is screen 1 is taking too long to negotiate or connect so is being disabled.

My GPU is a AMD 6700XT using the default driver.
