Xserver "reloads" input devices after system startup. How to debug?

I am attempting to figure out why many (10+) input devices (most importantly, my touchpad) are being needlessly loaded a second time and overwriting user-defined settings with default values.

As we see, approximately 40 seconds after boot, input device is "added" again. I formatted the unwanted behavior with bold text.

If my verbiage can be improved regarding this issue, please let me know. I am seeking tips on how to figure out why the input devices are added a second time, and prevent it from happening. Although I grepped for a touchpad related issue, this occurs with nearly all input devices.

The kernel version is 6.1, distro is Jammy Ubuntu.
