Any chance you shut it down with the power button or there was a powerless last shutdown? What was the last thing you did before you shut down the OS?

Then you killed the OS. Ubuntu needs and uses for many of its features the version of Python it ships with. Time to re install from scratch.

If you still have command-line, you reinstall python, upgrade, reboot, and see what happens. If it's the same, the next command to try is xinit. Please come back to tell us the error message if xinit returns one.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
