ubuntu server 22.04.3 LTS - system has been minimized

I have done a fresh install with Ubuntu Server 22.04.3 LTS. I'm amazed by this When I reboot, I have:

This system has been minimized by removing packages and content that are
not required on a system that users do not log into.
To restore this content, you can run the 'unminimize' command.

and it is waiting for the service to restart that it offers me: why doesn't it start the services it needs automatically?

thank you for the explanations

does [this reference](https://wiki.ubuntu.com/Minimal) help explain?

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
