How to free all functional keys from using by OS in a specific app?

I'd like to use the full set of functional (F1..F12) keys with Alts, Ctrls and Shifts in a specific application. Is there a simple command to make Linux Mint 20.3 Cinnamon send them to it without modifying or trying to utilize? Is there a common way for all OSs with Gnome 3?

The desktop environment typically assigns several function key bindings. What you are asking will thus strongly depend on the desktop environment you are using. Add the details to your question - use "Edit". Also include the Ubuntu version you are using, although here, it probably will matter less.
