I have a windows webserver running IIS and was having issues allowing only one ip address acsess

I have a windows webserver on my second machine and have three machines all routing traffic in a daisy chain. I want to allow only my third vm acsess to the webserver running on (192.168.61.2)and the third VM is on a different subnet (192.168.61.140). IP restriction only works for my first vm ( 192.168.61.1) ,however it completely does not work for my.140 vm even after enabling proxy mode. Is there another way to allow acsess to webserver only from my third vm? maybe via firewall?
