Getting error when stop & deallocate two VMs in an availability set to perform updates

I am trying to stop & deallocate two VMs in an availability set to perform updates, getting this error.

Provisioning failed. Delete/Deallocate operation on VM 'ncsas-qvhapp001' failed because the remaining VMs in the Availability Set 'NCqapSASlbAVsetp' cannot be allocated together. Changes in Availability Set allocation need to be executed atomically. Please deallocate or delete some or all of these VMs before retrying the current operation. Only two availability sets have had this issue and I can't reproduce in a test env. Any help is appreciated!!. Thanks in advance.
