I've ran into an issue where my second HDMI monitor is detected, but not enabled. It shows up under lshw:

But xrandr reports "Configure crtc 4 failed". Furthermore, I can sometimes coax Gnome into letting the mouse go into the void where the other screen should be.
A google search dug up a lot of similar sounding problems, but none of the suggested fixes worked, and all of the issues seemed slightly different than what I've ran into. I think there may be some issue with the computer detecting the monitor when it is turned off. If the primary display goes to sleep, I can't wake it up under normal means. I have to ctrl+alt+f1 then ctrl+alt+f7 to get it back.
The furthest I was able to get was by installing XFCE. If I forced the second monitor to stay awake by navigating the settings menu while it booted, I could get both monitors to connect. But if I turned them off and back on later, the system would freeze and require a restart.
I've also tried Pop!OS 21.04 but the issue seemed to persist.
Does anyone have any ideas?
