Restarting only produces display output on one monitor

Recently I updated my update settings from lts to normal, and updated my distro to Ubuntu 21.04 (and now 21.10) from 20.04. Ever since upgrading to 21.04, after every restart or power on, Ubuntu will only produce display output on my laptop screen and one of my two monitors. The second one is connected (and recognizes the laptop), but has no signal.

A simple fix for this issue is to just unplug the cable for the monitor and plug it back in, and this gives me display output on all three screens. However after a while, this gets annoying.

My setup is as follows. I have a USB-C Docking Station connected to the Thunderbolt port on my laptop (HP Envy x360). This docking station is connected via HDMI to my first monitor and via Mini-Display Port to my second monitor (along with connections to other accessories). The monitor connected via HDMI is perfectly fine, but the one connected via Mini-DP has no signal until I unplug and replug it back in.

Again, this only started happening after upgrading to 21.04 - while running 20.04 all three screens would display correctly on boot. Any help is appreciated!
