TL;DR: No. Long Answer: if you can [edit] your question to include the model number of your Samsung charger, someone may dig through the technical resources available online to provide definitive reasons for the answer “No”.

Welcome to AskUbuntu, the USB max power supply is limitd by the versions and types. USB 2.0 -> 2.5 W | v3.x -> 4.5 W | `USB-C non-powerDelivery -> 15 W` | USB-C PowerDelivery -> 100 W. This is what you could expect burp.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
