black screen after login and no internet after upgrade to 22.10

I tried upgrading to ubuntu 22.10.

At some point the installation finished (at least I didn't see any prompt).

I restarted, then got a black screen after login, and in addition internet stopped working. I see the new UI.

nmcli dev status shows I am connected to the wifi network, but I can't ping anything, not even the router.

If I go in recovery mode, and start NetworkManager, it connects to the internet and I can ping everywhere, so something is different between the recovery mode and regular mode.

This is a dual boot dell xps-9500, and in the windows OS everything also works fine.

Tried creating a new user, but am unable to login with it as well.

Tried reinstalling gnome-shell ubuntu-desktop in recovery mode - no change.

Easiest way to fix would be to take a backup of important files in a live session and reinstall Ubuntu
