Why does FnLock work for only a portion of my F-keys?

I'm running Ubuntu 22.04 on a Thinkpad x1 carbon 7th gen.

I have a problem with my F-keys.

It seems that I'm unable to toggle alternate functions for some keys.

E.g. the 'F2' key lowers volume, but when pressed together with 'Fn' should allow for files to be renamed. It doesn't.

The 'Fn' key itself does work because it disables the primary function of at least one 'F' key.

E.g. the 'F12' key has the effect of hiding the bookmarks toolbar on Chromium. When pressed together with 'Fn' this function is disabled (it instead does nothing).

What could be the cause, and how might I resolve this issue?
