Fractional scaling doesn't work properly on Ubuntu 22.04.02 LTS

The last days I changed my graphic card to Nvidia RTX 1070, since then the fractional scaling doesn't work properly for some applications like:

PyCharm, Matlab, Foxit Reader, etc

I have a dual monitor one with 3840x2160 and the other one with 1920x1080 resolution. I tried everything from Nvidia settings, changed the dpi, re-installed the drivers etc. I put back my old graphic card and the problem still exists. When I am on 100% on both displays, works ok. DPI at this moment is 96.

When I am changing the fractional scaling on the primary display (4K) to 125%, the applications remains at the same resolution and the dpi jumps from 96dpi to 192dpi. I changed the dpi in ~/.Xresources, but it doesn't remain the same each time I am scaling.
