Fingerprint login option sometimes not available on login screen

I have a strange problem on my Ubuntu 22.04 installation. The fingerprint login sometimes does not work. When it does not work I don't see the (or place finger on reader) message under password box.

Is this a feature or a bug? If it is a feature, on what basis does it decide whether to allow fingerprint login or not? If it is a bug, is there a resolution or workaround?

I have seen other threads related to fingerprint login issues, but there the problem is not intermittent like mine.
