Prerequisites for Windows Server Migration Tools - what is still missing?

I would like to migrate WSUS from an old server to a new server, that's why I installed the feature "Windows Server Migration Tools" on the destination server (Windows Server 2019). I also created the deployment tools for the source server (Windows Server 2012 R2) with the following command:

SmigDeploy.exe /package /architecture amd64 /os WS12R2 /path: C:\<directory>

However, when I tried to run the tool on the destination server, it failed with the following error:

Error: You cannot run Windows Server Migration Tools because a required version of .NET Framework is not installed on the server. Install .NET Framework 2.0 or a newer release of .NET Framework on the migration source server, and install .NET Framework 4.0 or a newer release of .NET Framework on Windows Server 2012 and newer releases of the Windows Server operating system, and then run this command again.

All versions of Framework .NET are installed. What can I still do? Please advise.
