Troubleshooting steps when the server not responding to some SYNs

What are the troubleshooting steps that I can take if I see that my Linux server does not respond to some of the SYNs that are being sent to it? (I know this from PCAPs that I recorded on my server) I see 2 possible solution here: Why would a server not send a SYN/ACK packet in response to a SYN packet

  1. Disabling TCP timestamps
  2. Disable recycling of TIME_WAIT

I wanted to know if that is possible with a hyper-v replica before I start with the implementation.

I have 3 sites hosting 3 stand-alone hyper-v servers (acting as primary) and I wanted to set up a single replica server for the 3 sites. all servers are in workgroup mode. Are there any special requirements to set up this configuration?

Summary

I'm seeing dramatically fluctuating I/O performance on a ZFS SSD mirror in Proxmox VE 7 (Bullseye). I'm simply too much of a novice to be able to track it down on my own.

This is VERY noticeably poor performance in real-world tasks, so it's not just artificial benchmarks. But to help diagnose it I'm running:

How can I configure cron startup on a new image without harming the Apache service?

I'm creating a new image with cron which is based on the php:7.3-apache-buster image.

The build of the image goes without a hitch. The container is also created with a status of Up. However, in the browser when I type http://localhost:8082 no Apache page is shown. The Apache service is inherited from the php:7.3-apache-buster image.

In my Dockerfile the last line is CMD cron && tail -f /var/log/c ...

But those targets are private IPs and therefore can have the same IP for different targets. The pod besides routing is also the OpenVPN Server where the targets connect to. An example:
