Applications in fullscreen mode overlaps any other window

Kubuntu 21.04. For example, if I put my web browser in full-screen with F11 I cannot show any other window in front of the fullscreen app. It's like the fullscreen app doesn't detect where is the focus. It's like the fullscreen app is above all other windows. How can I change this behavior?enter image description here

I posted an answer, but on second look, I'm not really sure what you are asking so I've removed the answer. I have tested this using KDE with two displays: one display has Firefox in fullscreen mode. You can drag another window from another display on top of it. The only possible issue I can guess is that it also brings up the taskbar. What's the problem exactly?
